How Foreign Countries can use terrorism weapons
against the United States and other countries

B. Kraft - Ever since the 9/11 attacks
on the World Trade Center and the Pentagon, America’s focus
in the “War
on Terrorism” has
shifted from states that sponsor terrorism to groups that operate
independently, -- primarily Bin Laden’s Al Qaeda and its
various affiliates and offshoots. Yet, sovereign states have used
and in one major case continue to use terrorism against American
interests and civilians.The justifiable shift in focus to non-state
actors followed Al Qaeda’s mass casualty attacks against
American soil on 9/11 and major attacks by affiliated groups
in England, Spain,
Indonesia, Jordan and elsewhere.
Yet the threat of terrorism
from sovereign states continues with only occasional attention
paid publicly to threats from countries such as Iran and Syria.
Both countries, as well as Libya and Iraq which are now off
the terrorism list, frequently have used terrorism -- either
directly
or through surrogates -- against the United States, other countries,
and their dissident citizens living abroad. Terrorists who receive
support from sovereign countries enjoy important advantages that
can make it easier for them to operate.
During the planning of terrorist attacks they have safe houses
where they can plan operations without fear of arrest. They also
can use sanctuaries against capture.
